Look at the title

A title will often tell you what the article is about and will help you anticipate its content. If it says Почему туристы не едут в Москву? (Why don't tourists come to Moscow?) you can expect that it will explain the reasons. You can also think of reasons yourself and then read the article to check if you were right.
